Friedrich Techmer (1843-1891), est un phonéticien et linguiste prussien, éditeur de l’Internationale Zeitschrift für allgemeine Sprachwissenschaft (Journal international pour la linguistique universelle), pour lequel il conçut son propre système de transcription phonétique.
