Ce programme de prix littéraires a été fondé par Art Seidenbaum, un éditeur du Times Book de 1978 à 1985. Le prix portant son nom a été ajouté un an après sa mort, en 1990. Les travaux sont admissibles au cours de l'année de leur première publication en anglais aux États-Unis, bien que l'anglais n'ait pas nécessairement à être la langue d'origine de l'œuvre.
